The Philippine Councilors League (PCL) is the official organization of all duly elected councilors in the cities and municipalities of the Philippines. Established as a formal league in 1990, the PCL has been at the forefront of enhancing the legislative capabilities of councilors nationwide.
Our mission is to provide a unified voice for local legislators, facilitating the exchange of ideas, best practices, and legislative innovations to improve governance at the grassroots level.
